Windows Collector version 49

Windows Collector version 49 contains a fix for an upgrade issue we’ve been witnessing.

On Windows 2008 32-bit, we’ve found that sometimes, on the upgrade, the AppAccess service isn’t be restarted. If a customer sees this, just restart the service and all will be fine.
